John Heche Picks Out President Samia Suluhu Hassan’s Speech Of 27th June 2025. Part One.

John Heche, vice-chairperson of Chadema, excoriated President Samia Suluhu Hassan’s speech during the parliamentary dissolution session. He reviewed what was done in the 12th Parliament and drew up his own assessment of its performance. This article looks at his criticism and evaluates whether his complaint holds any water. Heche’s points are presented in bulletin form.

Heche said:

 

  1. The Parliament will be remembered more for working for the government, and not for its people.
  2. The Parliament focused on showering the president with praises more than enforcing executive accountability.
  3. Flattering the executive was contrary to the Article 64 of the constitution.
  4. The President’s speech was a recap of what her ministers reported in parliament.
  5. The president was evasive on her administration’s policy signature captured by the 4Rs. It was a s if she had silently abandoned them!
  6. That the first R was reconciliation which was an acknowledgement of wounds inflicted on citizens. She was determined to heal them.
  7. Resilience means fortitude to endure criticism, dissent and contrarian views.
  8. Reforms to fix constitutional order, laws, regulations and rules that haven’t served the nation well.
  9. Rebuild that nation.
  10. The President’s speech was addressing security apparatchik, but not her feats with the 4rs.
  11. The president didn’t address non security forces lime teachers, doctors, students, and the rest of them.
  12. That she had instructed security forces how to deal with Tanzanians.
  13. The hot button issue of abductions, she traded it lightly.
  14. That the police is accused of being behind most of these abductions as the case of Mdude Nyagali abundantly demonstrates.
  15. The president acknowledged the rise of abductions and mysterious disappearances.
  16. The number of people who have disappeared under mysterious circumstances had bypassed a hundred people. Even domesticated animals are being treated better than humans when it comes to disappearances.
  17. That the president has treated the sensitive issue of abductions with mod gloves. She was not adamant about the kidnapping and the murder of Chadema leader Ali Kibao. She had ordered expedited investigations, and those involved be apprehended before a court of law yet to date nothing has materialised.
  18. Others who have vanished without a trace include Deusdedit Soka, Kipanya, and many more during her presidency.
  19. The President’s claim that there was freedom for political parties to conduct their activities was deceitful. Opposition political parties, in particular, Chadema have been paralyzed by a number of insidious methods.
  20. If you ignore proxies masquerading as opposition political parties, Chadema has suffered repression of the highest order.
  21. High Court orders have indefinitely suspended Chadema’s operations. The Chadema chairperson is behind bars on frivolous and vexatious trumped up charges of treason and misinformation.
  22. The treason charges against Tundu Lissu cannot stand without conspiracy charges. One person cannot conspire to overthrow a government. It has never been possible anywhere in the world.
  23. Many Chadema leaders and members have faced cooked up criminal cases to undermine and marginalize Chadema.
  24. The office of the registrar of political parties is also being abused to wreck Chadema’s political fortunes.
  25. Chadema has declared the deputy registrar of political parties one Nyahoza is an enemy of pluralism in Tanzania.
  26. Sisi Nyahoza, the deputy registrar, had written a scathing letter to Chadema accusing deputy chairperson, John Heche, while attending his Sabbath he had conducted politics in the church!
  27. Unlike the racist Boer regime of South Africa that didn’t encroach on religious worship, burial processions and wedding ceremonies, CCM is intruding and imposing her will on those rights of Chadema.
  28. The President weighed on election laws, in particular, the Act. No. 2 of the Election Commissioner (INEC).
  29. Chadema had submitted 38 recommendations on how to improve the management of elections but all those inputs were ignored without reason.
  30. Those in power have been obstinate to reforms yet they tell voters that there are new election laws and regulations
  31. That while the president hails new election laws but the laws have retained the status quo to manage the future elections. No effort to hire new election managers rendering the new laws counterproductive.
  32. New election laws section 27, has been crafted in such a way that the same managers have been retained until their tenures expire!
  33. The title of independent election commission is only a facade since the same members of the old commission will continue until their tenure is over!
  34. The refurbished election laws say there will be no unopposed election winners. This too is a deceit. This is due there will be more checks and balances. Only polling agents of the lone candidate in a “yes or no” election will participate in the verification process of the votes. The much celebrated new election laws have legalized official rigging of the unopposed candidates to be declared winners.
  35. There will be no campaign for a “No” nor will it be represented in the polling station to ensure “No votes” have been counted and tallied appropriately.
  36. That the whole election setup cannot guarantee a green and fair election because
  37. The so called new election laws are silent on what to do when polling agents have been disabled by natural or man-made circumstances such as fallen sick. How does the candidate communicate with the challenged polling agent to ensure replacement is done without much fuss.
  38. When the electorate is complaining about these wanton deficiencies the government is stubborn and unresponsive. That spends most time promoting unfair election.laws that cannot deliver free and fair elections.
  39. CCM isn’t building bridges with the electorate but is burning them. A Catholic priest, Father Kitima, was beaten in broad daylight. In all this, the government is annihilating relationships with the voters. When citizens have been kidnapped and the government says they have disappeared is severing those ties.
  40. The deregistration of the Gwajima’s church and deprivation of worship rights which are constitutional don’t help CCM relationships with the electorate.
  41. All these civil rights violations prove beyond reasonable doubt that CCM no longer cares to serve and be accountable to the citizens of this nation.
  42. This social contract is broken, and CCM no longer needs votes to stay in power.
  43. Article 21 of the constitution empowers the electorate as the determinant of the destiny of the nation. However, CCM has vitiated these constitutional imperatives for good.
  44. That during the last four years, the government has recklessly borrowed over Tshs 46 Trillion but how that money was spent is shrouded in opacity.
  45. Since the borrowed money isn’t known how it has been expended there are chances that some of the money have been misdirected to bankroll CCM campaigns like vote buying through bicycles, bajajis, khanga etc etc distributed to allies. The over 100 buses CCM bought haven’t been verified sources of funds.
  46. Tanzanians may have been forced to bear the excessive loans that weren’t channeled to national causes.
  47. CCM cannot address the problems of this country. Agriculture has failed despite having the potential to provide stable employment to the majority of us.
  48. Mining and other sources of employment have been handed over to foreigners who have been scattered across the country.
  49. We are importing agricultural produce that we can locally produce such as wheat, cooking oil, rice, sugar.
  50. Lack of investment in the agriculture sector such as mechanization with tractors is robbing the youth of employment and capability of building their nation.
  51. All mining opportunities have been handed to the Chinese investors taking away job opportunities for our own people.
  52. CCM cannot win elections therefore it is sabotaging fair and free elections so that they can serve themselves and their families.
  53. Chadema is passing through patched times as CCM is attempting to capitulate it and become CCM vassal like other political opposition parties.
  54. Chadema is urging the government to carry out meaningful reforms on the election systems of governance.
  55. Chadema is being persecuted from all sides including the office of registrar of political parties, judicial system, police and CCM puppets.
  56. All Tanzanians should also demand electoral reforms despite the president playing them down during her parliamentary speech on 27th June, 2025.
  57. All Tanzanians should show “No Reform, No Election” is a genuine call for reforms in Tanzania.
  58. All Tanzanians should call for the unconditional release of Tundu Lissu so that he may provide leadership of meaningful reforms in Tanzania.
  59. Chadema’s “No Reform, No Election” remains on course and all should support it the way they can.
  60. When ANC was deregistered it didn’t hide itself but took the campaign to places of worship, burial occasions, weddings, sports, dancing halls and elsewhere to keep her campaign alive and dedicated to the people of South Africa.
  61. Chadema too is following the ANC strategy to keep the embers of reforms alive.
  62. Chadema will elaborate more on how they will be reaching the audience in the near future through the director of communication.
